Board Descriptions
Ashtabula County Airport Authority
Pursuant to Ohio Revised Code Section 308.03, the Ashtabula County Airport Authority was created to serve as administrators of the airport facility available for use, or designed for use to aid in the safe taking off and landing of aircraft, for the safety, storage, and maintenance of aircraft, for the comfort and accommodation of the users of air transportation of persons, property, and mail, or for the safe and efficient operation and maintenance of an airport, and any combination of such facilities. Member terms are set at four years.
Ashtabula County Planning Commission
Pursuant to Ohio Revised Code Section 713.22, the Ashtabula County Planning Commission leads the development and redevelopment of all territory within Ashtabula County toward the goal of achieving optimization of resources and improving the quality of life through the Public Planning Process. Member terms are set at three years.
Ashtabula County Port Authority
Pursuant to Ohio Revised Code Section 4582.22, the Ashtabula County Port Authority was created to serve the areas of the County not presently included within the territory of existing port authorities. The Ashtabula County Port Authority activities enhance, foster, aid, provide, or promote transportation, economic development, housing, recreation, education, governmental operations, culture, or research within the jurisdiction of the port authority. Member terms are set at four years.
Ashtabula County Transportation System Advisory Committee
The Ashtabula County Transportation System Advisory Committee was created to advise the System on meeting the transportation needs of the residents of Ashtabula County. Member terms are set at three years. The Board meets the 2nd Thursday of every month, 8:15am at the Operations Center, 425 West 24th St., Ashtabula, OH 44004.
Board of Developmental Disabilities
Pursuant to Ohio Revised Code Section 5126.02, the Ashtabula County Board of Developmental Disabilities was created to plan and set priorities based on available resources for the provision of facilities, programs, and other services to meet the needs of county residents who are individuals with mental retardation and other developmental disabilities. Member terms are set at four years and meet monthly.
Children Services Board
The Children Services Board governs the Children Services Agency relating to abuse, neglect or dependent children. The Board is comprised of members interested in the protection and care of children and makes decisions regarding financial matters. Member terms are set at 4 years and meet at least once a month.
Community Corrections Board
Pursuant to Ohio Revised Code Section 5149.34, the Board of Commissioners created the Ashtabula County Community Corrections Planning Board to establish, review and revise a comprehensive plan for the development, implementation, and operation of corrections services in the County. Member terms are set at three years.
District Library Board
Pursuant to Ohio Revised Code Section 3375.22, the Board of Commissioners created the Ashtabula County District Library Board for the control and management of the county district free library in accordance with Ohio Revised Code Sections 3375.33 to 3375.41. Member terms are set at 7 years.
Mental Health and Recovery Services Board
Pursuant to Ohio Revised Code Section 340.02, the Ashtabula County Mental Health and Recovery Services (MHRS) Board was established to provide for the development of comprehensive community mental health services and to promote the delivery of high quality and cost effective alcohol and drug addiction services. Member terms are set at 4 years.
Ohio Area 19 WIB COG -Regional Council of Governments
The Ohio Area 19 WIB COG Regional Council of Governments reviews programs and services provided by the Workforce Investment Act (WIA) of 1998 for the 3 county area. WIA provides workforce investment activities that increase the employment, retention, and earnings of participants, and increase occupational skill attainment by participants with an effort to improve the quality of the workforce, reduce welfare dependency, and enhance productivity. Member terms are set for three years.
Public Defender Commission
Pursuant to Ohio Revised Code Section 120.13, the Board of Commissioners created the Ashtabula County Public Defender Commission to determine the qualifications and size of the supporting staff and facilities and other requirements need to maintain and operate the office of the county public defender. Member terms are set at four years.
Senior Levy Advisory Board
Board members act to advise in the development and coordination of programs and services for seniors 60 and over in Ashtabula county. They support our community’s seniors through evaluating and monitoring quality programs and education about the Senior Services Levy, supporting programs that promote independent living for our senior population. Member terms are set at 3 years.
Solid Waste Policy Board
Solid Waste Districts are required to appoint a solid waste management policy committee composed of specific officials and one member of the public. Duties include: preparing and following the process for the solid waste management plan, annually reviewing and reporting to the Commissioners. To levy, adjust or eliminate disposal and generation fees.
Workforce Policy Committee
The Workforce Policy Committee reviews programs and services provided by the Workforce Investment Act (WIA) of 1998. WIA provides workforce investment activities that increase the employment, retention, and earnings of participants, and increase occupational skill attainment by participants with an effort to improve the quality of the workforce, reduce welfare dependency, and enhance productivity. Member terms are set at 3 years.
