​ The Commissioners meet every Tuesday for a Work Session at 8:30 a.m. and at 10:00 a.m. for the Agenda Session. On the fourth Tuesday of the month, the Work Session will begin at 9:00 a.m. and the Agenda Session will begin at 10:30 a.m. The Board of Commissioners will not hold meetings on Tuesdays following a holiday, but rather will hold them on Thursdays, unless otherwise determined in advance with public notification. When meetings are held on Thursdays, the Work Session will be at 8:30 a.m. and the Agenda Session will be at 10:00 a.m. Commissioners may hold evening meetings at various locations throughout Ashtabula County so residents have the opportunity to meet with their Commissioners. The meeting schedule is adjusted when necessary, please check the calendar for the current schedule.

​ On or before the second Monday in January of each year, the Board is required to reorganize and elect one of its members as President of the Board for that year.

Responsibilities
The Board of Commissioners approves the annual budget, levies taxes for county purposes, issues bonds for capital improvements, and serves as the purchasing and contracting agent for the County.  The Board controls county-owned real and personal property.  In cooperation with the County Engineer, the Board approves the maintenance and construction of county roads and bridges.

The Board of Commissioners has direct authority over the following departments:
  • Building
  • Commissioners
  • Community Services and Planning
  • Dog Warden
  • Emergency Management/911
  • Environmental Services
  • Lodging Tax
  • Maintenance
  • Risk Management
Also, in addition to the above listed departments the Board of Commissioners also have direct authority over the Ashtabula County Department of Job and Family Services and the Ashtabula County Nursing and Rehabilitation Center.

Appointments
The Board of Commissioners appoints a full-time Clerk whose duties are to keep a record of all transactions of the Board, to be the custodian of all the records and proceedings of the Board and to act as the official witness to all legislative actions taken by the Commissioners.

The Board of Commissioners also appoints an Administrator who oversees the operations of all departments under the control and jurisdiction of the Board and advises the Board on the financial condition of the County.
